I think that Adobe's direction with photoshop elements is less about selling a product and more about selling a series of services. I think they've figured out that if you have a lot of relatively cheap users you can sell individual products to a small base. I think if they had gone with a paid version of photoshop they'd have lost a lot of users. With this strategy they maintain their user base but also have more income.

I first used Elements on an HP touchpad running Windows 8 on my kitchen table. I was excited by the news that Adobe would provide a version for the touch screen. I expected that I would find the concept of working on a touch screen somewhat disorienting. It wasn't. I'd been using a touch screen for touchscreen apps and it was as easy to work with as a mouse. The reason I think this is true is that I could use a web browser to work on a webpage. I was also more productive with a finger. I didn't try the pen. Elements on a touch screen is not as powerful as the touch version of photoshop. The touch version is easier to learn. The touch version, however, is not as intuitive. You have to find the slider for the controls that you want. With elements I could also do something like brush any options in the toolbox (as long as I knew what they were called). Working with element is also a bit more like photoshop. You can copy and paste, but it's not as easy. There are no undo/redo.

A few quibbles:The old version of Elements is not on the app store. You have to download it (or find it online). The new version is available on the app store. You can work offline. It has an AI feature. Again, most of the AI feature is gimmicks. There is a new import feature. I'm not sure if you can do that with older versions. I don't know what the performance is like. I don't know if the app is better working offline.
